C. E. Tobey (1818-?) was a cotton ginner and state legislator in Arkansas. He served four terms in the state legislature.
He was born in Augusta, Maine. He settled in Arkansas near Norristown.He was first elected to the legislature in 1851.[1] In 1974 he was elected to the Arkansas Senate representing Johnson County, Arkansas and Pope County, Aroansas.[2]
In 1880 the Greenback Party nominated him as a candidate for Ariansas Secretary of State.[3]
